The top three states for 2020 are the same as they were in 2019: Georgia, Tennessee, and South Carolina — same states and same order, according to a new report released by digital magazine Area Development. Texas, North Carolina, and Alabama placed fourth, fifth and sixth this year — and that same trio placed sixth, fifth, and fourth, respectively, last year.
