There was still some bad news last week …Cingular will be laying off 3,000 employees … but the regions’s high-tech community may be coming out of the doldrums.

The flow of venture capital continued its flow into the region, slow but steady. TEAMM Pharmaceuticals signed a deal for $6.5 million, and Serenex received $15 million. KevSoft announced $1 million in first-round funding, while Wave7 Optics received a $15.5 million cash infusion.

New business contracts and partnerships also were in the spotlight, as large corporations and small start-ups announced deals that will hopefully spur on growth in the high-tech sector.

SAS landed a contract with U.S. Bancorp, MindBlazer announced it would be providing webcasting for a Florida radiology firm, Summus signed deals with FreeRealTime.com and ZIO Interactive to provide wireless stock quotes and games, Clarkston Consulting announced a partnership with UCCnet, XcelleNet is collaborating with Intel to create an enterprise-wide mobile management solution for use with existing Intel programs, and Elogex will be providing supply chain solutions to grocery chain Bozzuto’s.

In addition, a couple of companies are expanding their offerings, SlickEdit by making the move into Linux, and Extreme Logic has added an infrastructure practice.

The management shuffle continued last week, perhaps as a result of the increased movement on the new business front, as quite a number of local companies announced promotions and new hires at the executive level. BtB Marketing named a new business development director, Interland named a shared hosting executive, BCF Technology announced a new president. Norak named a new CFO, Smart Corporation hired a WebMD founder as its new chief development officer, and SciQuest appointed two new vice presidents.
