Bill Heys, a former executive with Atlanta-based Internet Services provider EarthLink, is the new chief executive officer at .

Heys replaces company founder Warren Lee, who will now serve as chief technology officer at the venture-backed firm.

Both Heys and Lee will serve on NeoNova’s board.

NeoNova provides managed Internet Protocol (IP) services for telecommunications firms. The company has some 65 employees and works with more than 100 affiliates with more than 350,000 subscribers spread across 26 states.

“NeoNova is a great company and offers a tremendous opportunity to utilize my experience in providing managed IP services to telcos and ISPs,” Heys said in a statement. “Having participated in the internet industry since its infancy, I understand the need to provide innovative, cost effective, and reliable services. NeoNova has the capabilities to grow and we will by providing world class services to local, regional, and national telecommunications companies.”

At EarthLink, Heys was president of PeoplePc and as president of EarthLink’s value and small to medium enterprises business unit.

NeoNova is backed by venture capital investors Azure Capital Partners and Bridgescale Partners.
