Jim McLaughlin, a former advisor to the US Securities and Exchange Commission and the US International trade Commission, is the new general counsel for mobile content developer Motricity.

McLaughlin also has been involved in two in public offerings of stock.

“Jim has provided significant leadership to federal agencies as well as leading high-growth technology companies,” said Ryan Wuerch, chairman and chief executive officer at Motricity, in a statement. “As Motricity continues to grow at a rapid pace, attract proven executives, expand our global presence and win new partners and customers, we require a general counsel like Jim to effectively manage the legal requirements that come with our growth.”

McLaughlin served as associate general counsel for TNS, Inc., a data communications services provider. He helped the company develop its initial public officer worth $80 million and a secondary stock offering worth another $105 million.

A graduate of the University of Virginia law school, McLaughlin worked for the federal agencies in the 1990s. He also was an executive with MediaCenters and PSInet.
