Capital Strategies has named Billy Warden, a former executive at Zoom Culture and executive producer at E! Entertainment Networks, as account director. The company also has added four other new employees.

Most recently, Warden designed and implemented a communications plan for health care and civil justice legislation in the General Assembly. As chief strategist with the N.C. Coalition for Patients’ Rights, he helped to build and brand a grassroots organization.

Warden has also developed and produced a wide variety of television programs. He was a key part of the creative team that built E! into one of cable television’s most recognized brands. Later, he worked at new media company Zoom Culture in Chapel Hill. Other TV credits include work with VH1, PAX and the WB Network.

In 2000, Warden was communications director in the campaign of Lt. Gov. Beverly Perdue. He is a graduate of University of North Carolina at Chapel Hill with a degree in communications and holds a master of fine arts degree from the University of Southern California.

Capital Strategies also has added two new members to its Account Services Group. Lilyn Hester, a 1993 graduate of UNC-Charlotte, will be a media relations coordinator in the firm’s Media Relations Group. Hester has written for the News & Observer, Herald-Sun, Philadelphia Daily News, Charlotte Observer and Southern Living Magazine.

Also joining the Account Services Group as a project coordinator is Liz Carroll, a 2003 graduate of UNC-Chapel Hill.

Tim Kiernan joins the Creative Services Group group as a digital media designer. He is a graduate of N.C. State University with degrees in design and mass communication.

Matt Munoz also has joined the Creative Services Group as a designer. Munoz, who obtained a degree in communication arts and graphic design from East Carolina University, has directed a staff of designers at Rebel Arts and Literary Magazine.
