WASHINGTON,Focusing on “spam” as a problem for consumers missing many of the key challeges unwanted e-mail poses to the online industry, according to a new study from the Competitive Enterprise Institute.

The report, written by research analyst Hanah Metchis and senior policy analyst Solveig Singleton, concludes that “the consumer-focused approach is unlikely to solve the most serious aspects of the problem. — Solving most of the problems for (Internet Service Providers) would probably also solve most of the problems for consumers, but the converse is not true.”

The paper does offer suggestions for consumers plagued by spam. Among the choices are new content filters.
