The 429-page North Carolina budget compromise bill, scheduled for an NC Senate, reduces personal income tax rates, fails to renew the 35 percent renewable energy tax break, and continues funding the NC Biotechnology Center at $13.6 million, despite being targeted for a cut earlier.

The Senate, which tentatively approved the deal Tuesday will take a final vote today.

The $21.74 billion planned budget cuts personal state income tax rates but adds additional sales taxes on services. Lower state income tax rates are often an item in corporate recruitment efforts.

The budget would also restore funding for teaching assistants.

It also restores a tax deduction for medical expenses.

Driving is likely to cost more. Both the House and Senate proposed increases of DMV fees of up to 30 pecent, the first fee boost since 2005.

Substantial tax breaks for film and TV production are also included.

Aftrer tentatively approving the deal Tuesday, a final vote is scheduled for later today (Wednesday). The NC House has scheduled a vote on the compromise at 12:01 Friday.
