Cisco also had close ties with the Kremlin and was accused of violating the FCPA act, why would the RTP let a pro-Kremlin company establish ties here?
The alleged violations were focused on Russian-based resellers kicking back to the Russian state-owned telecommunications company after the purchase was made from Cisco. It's convenient you left that piece out. The fact that they're a global networking company hardly makes them "pro-Kremlim".

But you're right. How dare they continue to grow their Raleigh hub and strengthen the local economy.
I'm all for more jobs in the area but the incentives for Cisco seem troubling in that they just laid off employees in RTP in October 2013 and had several rounds of layoffs in years prior to that. Should they be eligible for the incentives after just laying people off?
Downsizing has been a corporate strategy for as long as corporations have existed. In this case, a proactive decision was made to restructure some areas of the business with the focus of elevating efficiency and growth in said areas. Not to mention "trimming the fat" (those who under perform).
Oh they have every right to downsize multiple times no doubt Mark but getting a hiring incentive less than a year later seems a bit odd after the fact doesn't it?
What the article fails to mention is Gary Moore's comments about thank god we had a layoff in 2011.. In reality they have had a layoff every year since 2008. Last years was a large one just like 2011. The one last year was not based on performance it was based on salary & tenure.. Oh and age (40 is the mark if you are confused). As for the person that posted the remark about under performing I would say this person is drinking the Cisco employee
As a contractor, I was laid off in Oct 2013 from Cisco in RTP. In the past three years, I had three different contacts with Cisco. As a contractor, you don't feel apart of the comp as you are not invited to corp video meetings, etc. to learn about Cisco. But the work was good as were the people I dealt with there. I think people who are perm employees like the versitility of working from home, as did I.
