Incentives are fine...but there needs to be a recourse if the plant/company doesn't live up to it's end of the bargain. Pet Peeve is WalMart coming in to a town, getting tax breaks and infrastructure help, then 5-7 years later moving down the road across a town line or county line and leaving a huge empty store.
