That would be great if that is what was happening - BUT, what happens is that there is a startup, say your software company that employed 1,000.
Well, instead of bringing in those Startup Visa's, the jobs are sent overseas where they don't need to have a Visa to write poor code. Then the next thing is that the office shrinks from 1,000 to 35, and that is only the executives and the managers with one shared printer between them.
I am not against bringing in qualified people to work on a project. I AM against overlooking qualified people who are citizens for the Visas.
